Complaints aside, the loosening of carry laws over the last decade has been breath-taking. There's a clear divide in the country over the topic, and the citizens are voting with their dollars to choose firearms over wishful thinking. Their legislators are not too far behind, as they all see where the crowd is heading. Soon they'll manage to catch up and lead them where they're already headed. ...are aiding and advancing the spread of CCW/Constitutional Carry.
Since I'm new to this arena and only a little familiar with laws outside of MD (and frankly the ones inside MD still baffle me a bit)...
Would it take a constitutional amendment to make Carry Permits (concealed or otherwise) a must-issue thing nationwide or could it be done with legislation?
We already have that Constitutional Amendment. It's the Second. We need the Courts to state the obvious.

Shouldn’t affect it at all. The qualifications for the license themselves do not change.
The question is, will they offer the permit if no permit is required for Utah?

Answer would be a SCOTUS ruling affirming public carry through shall issue at a minimum
