Yep, you have Baltimore City which is Heroin Central, Adams County has a huge heroin problem and market and Carroll County is beginning to see some effects also.

Because if you just ask a heroin user to stop with a sign he'll knock it off in a hurry. And to think, all the money wasted on addiction research when the answer was right before us.

Harford County does this too. They have 2 categories. Number of Overdoses and number of Deaths Due To Overdoses.

What's up with all the billboards around about overdoses?
There are at least 3 or 4 I've seen around.
    Has it gotten that bad?

Wife and I saw one last weekend on Rt. 26. We both looked at each other like "Wha?"

The one I saw was not targeted to the addict. It said something like "if you see an overdose, don't run, dial 9-1-1".

The problem is the judiciary system. BS sentences, lot's of plea deals. Heroin dealers should be used for fertilizer.
