Winchester 9422 purchase- need FFL?

I am purchasing a Winchester 9422 .22lr rifle from out of state and need a little info. I recently purchased a handgun and am in the 30 day wait period.
Can I purchase this within the 30 days and does it have to be shipped to an FFL? The ad on GB says they need to ship to an FFL. Is there any 7 day wait on this? Thanks so much for the info.

No wait but they must ship to a FFL and you must pay the FFL the transfer fee they charge and submit a 4473.
Pretty simple.

The Gun Control Act of 1968 requires all interstate purchases to go through a FFL. This is a Federal law and not some MD law.
