    So what does a dealer do instead of, or how would they amend, the 4473 to accommodate this?

    I have one of those compliant carry permits. There is a 'NTN' number on it which indicates that the state did a NICS check when they issued the license. In states that use the federal call center, the FFL calls, gives them the number and receives an immediate approval. If the state uses their own call center, it makes no difference to the process, they still go through the whole thing.

    The WV permit numbers will remain the same.

    Just because you have one from a compliant state does not mean they are all that way. That's why it's always best to find out about how specific laws work from people who are specifically knowledgeable about that particular state -- otherwise you could land yourself in hot water and lose your rights with incorrect advice.

    Additionally, while the 4473 has to be filled out for the FFL's records, upon presentation of a valid CHL permit they do not have to call. Period. That is one of the beefs of anti-gun registry folks, because ALL calls to the NICS lines are recorded. The exemption solves that.

    Finally, the NICS exemption only applies in the state that the CHL was issued in, per the ATF. (https://www.atf.gov/firearms/faq/brady-law.html#concealed-permit)

    That said, our AG finally provided clarification of the post-ATF approval process. We have to pay and have a full renewal processed. Other than that, smooth sailing.
