    Small consolation- do you really believe that? How could they prove you got it then, in the first place?
    They don't have to.

    That's the messed up part of the law.

    All so-called "Assault Wespons" are presumed to be illegal unless you can prove that you have the letter, a bill of sale, or some other evidence the weapon was purchased before the ban. The letter is the ONLY affirmative defense according to the law.

    Essentially, this law says you are guilty until proven innocent.

    What's hard to take, is that 'they' can take something that is perfectly legal and constitutional, and make me a criminal by passing an unconstitutional law.

    I guess when the pain becomes unbearable enough, 'the people' will get off their ass's and vote these socialists out!

    So...I'd have to go all the way to Lewes with my "assault weapon" (if I had one), leave it locked up in the vehicle while I go into the police station to get my POS certificate, and then perp walked out to the parking lot to unlock my doors while they tell me to stand back while they reach into my vehicle, pull our my 'arm(s)', check to make sure its unloaded, ask me if I have ammo with me, look at the serial number while I sit on the hood looking stupid being searched, go back in so that they can print me out a piece of paper to sign, drive all the way home again, and thereafter keep the certificate in my wallet so as to prove I may own my own property that is 2A approved?

    No you need to bring proof that you owned it before June 30, 2022. If you open the locked hard case in the parking lot it is an automatic felony charge. The bill put into play very strict usage and transportation restrictions please read HB 450 and take note that this covers a large number of pistols other than AR platform pistols.

    So the locations in New Castle and Kent County are both in gun-free school zones not to mention the location restrictions in HB 450. No certificates just 2 felony's.

    I did read HB450, and I understand the proof of purchase thing- and I don't own a locking hard case as I would consider a locked vehicle secure enough...in this case....
    I also don't mean to bust on the DSP, as they are on our side 99.99%, just those bigoted Democrats that have no scruples (or common sense)

    No disrespect to you or DSP, but DSP is on their own side 100% of the time. They will do whatever the fools in Dover tell them to.

    I've personally found the DSP does respect your rights to own guns, as long as you respect them.
    Also, I will never comply with unlawful Democrat dictates like this- and I hope no one else does either! But it might be fun to show up on the appointed day/time to see if anyone does :)

    Working for a federal agency, I'd imagine state agencies are the same way, what often happens is the legislative good idea fairy, or judicial one, makes a law or issues an order on a timeline that is effectively impossible to comply with. Especially when no funding is provided for the agency to comply with the order.

    So the agency does its level best, along with the thousands of other laws and judicial orders it is required to be complying with, many of which are unfunded. Like in many cases, states too, have to promulgate regulation to implement a law, even when the law is pretty clearly spelled out. But the law does not leave sufficient time to write regs, post it in the federal registrar (many states have something similar) with the appropriate notice and comment period, and then enact and post the final regulation, and then implement the agency policy, public or internal, as well as any IT systems and training needed to support the policy.

    Shockingly, a lot of those requirements are binding law that legislative branches created for the executive to follow.

    Since they don't keep a record of issuing a letter how long will it be before a criminal gets hold of one of these letters and starts a cottage industry of counterfeiting letters. They already counterfeit all types of other documents. Seems like a no brainier for law breakers get a fake letter to prove your illegal gun is legitimate which the police have no record of issuing in the first place.
