you could probably buy a hunting license and check it in online.

I had it happen to me. When I called dnr they wanted to send someone out to survey the scene and wanted to take the rack. It's against the law to take a rack without a tag or checking it in on a hunting license. They will charge you with poaching.
I just called it in on my license. Seemed the easiest way.
