Fredrick Co. Rifle ?

Am I correct in understanding that the shotgun-only zone changed in 2015 to free up the Monocacy NMRA for all legal rifles? Seems like it on the map in this year's guidebook and from what I read on a DNR press release. Just looking for confirmation.

That is correct. All of Frederick Co. with the exception of Frederick City.

I hunt private land just off of MNRMA with a rifle.
