I think they have to ship together though, find a based ffl who will hand you the upper you bought with no questions while you complete your lower paperwork.

You are correct. But I'd be willing to bet most FFLs wouldn't complete that transfer if they ship together.

I was following a reddit thread on this. The consensus was if you want the $5 off, they ship together.

You are not wrong. I would think that if both pieces shipped to an ffl, he would need to be a sot as well and apply all nfa regs accordingly being as the recipient(customer) would be the same person for both parts. Not to mention needing a form 3 from dealer to dealer.

Shee-it! For years they wouldn't ship certain gun parts to Md that were legal to do so after 2013. Balls? Nice to know they've finally descended.
