    I think they have to ship together though, find a based ffl who will hand you the upper you bought with no questions while you complete your lower paperwork.

    Correct me if I'm wrong but wouldn't the upper ship direct to consumer and the lower be sent to a FFL ??
    You are not wrong. I would think that if both pieces shipped to an ffl, he would need to be a sot as well and apply all nfa regs accordingly being as the recipient(customer) would be the same person for both parts. Not to mention needing a form 3 from dealer to dealer.
