What are DE concealed carry class and instructor requirements

    I had a student inquiring today whether the MD Wear and Carry class would fulfill DE’s training requirement

    No. DE only accepts DE classes from DE certified trainers.

    A MD "and" DE certified trainer would be able to "combine" the classes and issue a certificate for both, if the requirements from both states were met.

    Thanks. Now that I am home and could use my computer instead of my phone, I concur. The instructor must be DE certified and DE requires teaching DE and Federal law and minimum 100 rounds fired. With an extra hour for DE law it could be taught concurrently with MD, similar to concurrent Utah. With DE instructors charging $200 - $250 it's not worth my time to add it to my business plan at this time. When I retire from my day job and esp if I gain access to a range closer to DE I may add it.

    I don't believe there is any stipulation as to how far from DE the range can be.

    There is no DE non-resident permit (they never issue them, and they've admitted it even though there is DE law for it).

    For non-resident DE customers that want DE coverage, UT is the easiest for the trainers to cover.

    The DE Legis is currently being pressured to address several items in the application process. If they don't prior to 6/30/23, I'd expect a lawsuit on the process to filed shortly thereafter.

    If a DE resident, they must have a DE permit.

    Many Snowbirds had/have FL. But still needed DE.

    I've been trying to figure out how to be compliant with DE laws with a carry permit. I'm in the grey area as my primary residence is MD but I own a home in DE. So what do I do to get a permit that covers DE or am I SOL on this?

    As long as you are still a MD resident, get an Utah or Florida permit. Delaware recognizes both.

    Thank you. I was also told that I could possibly get a WV non resident permit but then ran across some verbiage that indicate DE may not recognize WV non resident permits. Is this true?

    I'm not aware of this, and the AG website specifically refutes this "verbiage".

    Delaware recognizes licenses or permits to carry concealed deadly weapons issued by other states to the citizens of other states where those states honor Delaware licenses to carry concealed deadly weapons, afford a reasonably similar degree of protection as is provided by licensure in Delaware, and do not evidence a pattern of issuing licenses or permits to convicted felons. Some states issue multiple levels of permits or licenses; only those meeting the above requirements will be recognized in Delaware and a notation of the recognized permits appears with the state below. For those states that issue licenses recognized by the State of Delaware, Delaware will recognize both resident and a non-resident licenses.

    Persons possessing a recognized license or permit to carry a concealed deadly weapon issued by one of the states listed may lawfully possess a concealed deadly weapon while in Delaware. Such persons are subject to and responsible for knowing and obeying all Delaware laws and regulations applicable to carrying or possessing of deadly weapons.

    For the period from January 15, 2023 to January 15, 2024, Delaware recognizes the concealed deadly weapon licenses or permits issued by following states:

    ALASKA
    ARIZONA
    ARKANSAS
    COLORADO
    FLORIDA
    IDAHO (Enhanced Permits Only)
    KANSAS

    KENTUCKY
    MAINE
    MICHIGAN
    MISSOURI
    NEW MEXICO
    NORTH CAROLINA
    NORTH DAKOTA (Class 1 permits only)

    Thanks for the reply. This verbiage is all hearsay and I thought I may have run into something differentiating Delaware's recognition of resident and non resident permits. But I'm not entirely clear on if this was just some random post.

    If Delaware doesn't care if the carry permit from WV is resident or non-resident, then this would be the easier route for me to go. I called Berkeley County Sheriff's office on what it takes to obtain an non-resident permit. Was told I only need to supply the paperwork showing I completed the Maryland Wear and Carry training, driver's license, social security card, and $100. Wait for them to process and then go in to get my photo taken and the permit.
