An admirable goal, but not practical for most people who have to work in or near the Batlimore-Washington cluster-fu... er... metropolitan area.
Not even legal to shoot in many counties with sane commutes to those areas. Also takes a fair amount of land to set up a safe shooting area and not start a feud with the neighbors. You know you have to have 150 yards between your range and the next house or written permission from the owner? Land ain't cheap in most of Maryland.
You'd be surprised. While it didn't happen overnight, I now have permission to shoot on private land in MD, WV, and VA. It took several years to make the proper inroads with the land owners, and it helped that friends of mine vouced for me with the landowners.
BTW, the MD and VA places are about an hour from Baltimore and DC respectively.
