As I said a few posts back, carry is largely banned by default in buildings everywhere except with express permission. MSI updated their website confirming this.
The amendment by the House just says property, not dwellings. Property is further defined in the amendment as a building not the adjacent land.

They specifically allow current holders of permits to maintain their permits despite the new training requirements. They'll kick in at renewal after Oct 1. They will not be suspending current permits for failure to meet the new training guidelines.
