The carry permit process can be a convoluted, laborious, and expensive process depending on where you want to carry. Depending on the State/Jurisdiction, the carry permit process is nearly impossible for those with limited budgets, busy schedules, and/or no means of transportation.

Some States have adopted Permitless Carry, also known as “Constitutional Carry”, whereas some States require permits to carry concealed, but allow Unlicensed Open Carry.

Constitutional Carry States Include: Alabama, Alaska, Arizona, Arkansas, Georgia, Idaho, Indiana, Iowa, Kansas, Kentucky, Maine, Mississippi, Missouri, Montana, New Hampshire, North Dakota (Residents Only/ Concealed Carry Only), Ohio, Oklahoma, South Dakota, Tennessee (Handguns Only), Texas, Utah, Vermont, West Virginia, and Wyoming

Some States only accept their own Carry Permits, while other States have reciprocity agreements with various States. Some States accept only RESIDENT Permits, whereas other States accept Resident or Non-Resident Permits.

Reciprocity Agreements change quite often so keeping up can be a challenge. Some carry permit holders find comfort in having “Reciprocity Overlap” by acquiring multiple Carry Permits in case Reciprocity Agreements change.

We use the USCCA Carry Reciprocity Gun Laws smartphone app for a quick glance at reciprocity and various gun laws.

    Now more on our story…

My Wife and I have Carry Permits from Maryland, Pennsylvania, Washington D.C., Utah, Florida, Maine, Connecticut, New Hampshire, and Rhode Island. We are in process for our New Jersey and Massachusetts Carry Permits. We chose these particular Carry Permits to maximize the States/Jurisdictions we can carry.

As I mentioned above, this can change based on your home State (residence) and where you would like to carry. Some of these permits have “Reciprocal Overlap”. For example, our Non Resident Florida and Non Resident Utah Permits have very similar Reciprocity Agreements with other States, but we can’t carry in Florida with a Non Resident Utah Permit. The Non Resident Utah Permit allows us to carry in Washington State, whereas the Florida Non Resident Permit does not. This is why you need to do thorough research.

Below are the requirement breakdowns and costs for each Carry Permit we applied for. I added the process for renewals but those totals are not included in our totals.

Non Resident Rhode Island (Currently May Issue or Shall Issue - Depending on County)
    Total Cost $780.00
    • Good for 4 Years
    • Can only carry handguns in the caliber or smaller of the one you qualified with.
The Application Process and Fees for a Non Resident Rhode Island Permit can vary depending on where you apply. Attorney General Permits are May Issue and have a fixed price whereas Local Departments can vary between $40 and $340. Some Departments are Shall Issue and some are May Issue, so do your research before selecting a Department. Some Departments require you to apply “in person”, yet some have a “mail in process”. The Departments who allow “mail in applications” charge on the high end of the spectrum, whereas the Departments who require “in person applications” charge $40. Basically, if you choose a Department that allows “mail in”, you pay for that convenience. Rhode Island Statutes say the maximum fee allowable is $40, but not all Departments follow the Statute. Some Departments refuse to deal with or accept Non Resident Applications. If you want to save a trip to Rhode Island, Johnston P.D. does accept “mail in applications” for $340, but you will have to submit fingerprints and a passport photo in the Application.
    • A G. Permit Application
    https://riag.ri.gov/media/2646/download?language=en
    • We chose the East Greenwich Rhode Island Police Department, but I must caution you, E.G.P.D. only accepts 25 Permit Applications a month and East Greenwich Resident Applicants get priority. After all interested East Greenwich Residents have gotten their interview appointments, the remainder are given to qualified Non Resident Candidates on a first come, first served basis. Due to the extremely large number of people trying to secure those remaining Interview Appointments, E.G.P.D. has created a call in process once a month @ 9 A.M. EST, where callers can leave their information and the E.G.P.D. will schedule in Person Interviews for the following month on a first come, first served basis until the month’s calendar is full. It’s a phone lottery and may take several months to successfully grab an Appointment. Departments who offer a “mail in” option do not have a phone lottery, so again you have to carefully decide which route to take.
This was our process for East Greenwich Rhode Island Police Department:

    • Application $40 x2 (Must be notarized)
    • 3 Reference Letters (References cannot be related by blood or marriage. Each letter must be notarized) $0 x2 (This can vary per Department as mentioned above)

    • Must have home State Carry Permit x2

Non Resident Rhode Island Renewals (Currently May Issue or Shall Issue)
    • The Renewal Process varies from Department to Department and Agency. Our understanding of the E.G.P.D. Renewal Process is unknown at this time.

Carry/Self Defense Insurance Annual Cost $700 for 2 years (Cost varies)
Self Defense Insurance is not required but it’s wise if you can afford it. Some States do not allow Self Defense Insurance.

There are other great Non Resident Permits such as Texas, Arizona, Virginia, and West Virginia, but we felt they were unnecessary based on our existing Permit Overlap Coverage.

Due to Reciprocity Agreements, the above Carry Permits allow us to Carry in 44 States, and Washington D.C.

Currently, we can’t get Permits to Carry for HI, NY, and CA due to May/No Issue/Non Resident Policies. That should change due to the NY/BRUEN SCOTUS RULING. At this time, we can’t Carry in Colorado because they don’t honor Non Resident Permits, and they don’t issue Permits to Non Residents. We can’t get a Permit to Carry in Oregon or Illinois because they only issue to Non-Residents of “particular” States, and Maryland Residents are not one of them. Hopefully the SCOTUS Ruling will force changes.

When you add up all the above, which does NOT include range time/practice, photocopies/digital scanning of required documents, Time away from work/family, we have spent $7626.00. This averages to approximately $10.00 per day for my Wife and I to Carry in 44 States, Washington D.C, and (possibly) Puerto Rico. That’s $300.00 a Month or $3600.00 per year!

$7626.00 is not a typo. That number does not include the cost of our carry firearms, firearm purchase licensing/paperwork fees, or our carry equipment.

    Insane isn’t it?

U.S. Supreme Court, and lower U.S. Circuit Courts are you listening?

    IMPORTANT NOTES:
    • Keep Track of your Carry Permit expiration dates
Use your smartphone calendar and set up reminders/alerts for renewals and training.
    • The Gun-Free School Zones Act (GFSZA) of 1990
The GFSZA states that a person cannot legally carry a firearm within 1,000 feet of a school zone, however, persons with a state-issued concealed-carry permit are an exception. Any person convicted of illegally carrying a concealed firearm in a school zone can result in a $5,000 fine and up to 5 years in prison.
    • For the States that our permits are not valid, here is some information that may be useful:
    Illinois
Handgun Vehicle Carry IS LEGAL for a Non Resident as long as they have a Carry Permit from their HOME State (Resident Carry Permit). You CAN NOT leave the vehicle with the handgun
Some local jurisdictions within the state, such as the City of Highland Park, have enacted local ordinances that restrict the possession and sale of "Assault Weapons".
The process for an Illinois non-resident to transport their firearm legally in Illinois is similar to that of a resident, however there are also some differences. The first difference is that the non-resident does not need a FOID card. In fact most non residents aren’t even aware of what a FOID card is. Essentially it is a card that says you have passed a background check, similar to the National Instant Check System (NICS) that anyone who has bought a gun has undergone. The difference is Illinois residents need this card on their person at all times they are in possession of firearms or ammunition, non residents do not.
For purposes of transportation, the non-resident must adhere to the above described criteria of broken down in a non functioning state, OR not immediately Accessible, OR unloaded and enclosed in a case.
It is important to note that the case does not need to be a separate case for the firearm and the ammunition. It is also important to note that the case(s) need not be locked. There is some mis-information surrounding this topic and I believe that confusion arises when we discuss the federal Firearm Owner Protection Act (FOPA) which states for federal transportation purposes the firearms and ammunition must be in separate locked cases. Illinois does not have this requirement.
The Illinois Firearm Concealed Carry Licensing Act states:
    (e) Nothing in this Act shall prohibit a non-resident from transporting a concealed firearm within his or her vehicle in Illinois, if the concealed firearm remains within his or her vehicle and the non-resident:
    (1) is not prohibited from owning or possessing a firearm under federal law;
    (2) is eligible to carry a firearm in public under the laws of his or her state or territory of residence, as evidenced by the possession of a concealed carry license or permit issued by his or her state of residence, if applicable; and
    (3) is not in possession of a license under this Act. If the non-resident leaves his or her vehicle unattended, he or she shall store the firearm within a locked vehicle or locked container within the vehicle in accordance with subsection (b) of Section 65 of this Act.
There have been arrests of non residents for carrying their firearms within their vehicle. If you are a non-resident and choose to carry your firearm concealed within your, you may want to consider printing a copy of the Illinois Firearm Concealed Carry Licensing Act, compiled statute, and keep it in the vehicle with you.

    Oregon
Open Carry State EXCEPT the Cities/Counties of Portland (and surrounding areas such as Beaverton, Tigard, Oregon City) and Multnomah County (East of Portland Interstate 84)
This includes Salem (South of Portland via Interstate 5), and Independence (Southwest of Salem), have banned loaded firearms in all public places for those without a license.

    Colorado
Open Carry State EXCEPT the CITY & COUNTY of Denver (Off of Interstate 70/Take CO 470 SB/NB to detour)
(15 Round Magazine Limit on Post 2013 Magazines)
(Boulder and in Vail have a Magazine and "Assault Weapon" Ban.)
Local governments can ban open carry at government buildings and public property (such as Parks). Signs must be posted at each public entrance.
    29-11.7-104 Regulation-Open Carrying-Posting
A local government may enact an ordinance, regulation, or other law that prohibits the open carrying of a firearm in a building or specific area within the local government's jurisdiction. If a local government enacts an ordinance, regulation, or other law that prohibits the open carrying of a firearm in a building or specific area, the local government shall post signs at the public entrances to the building or specific area informing persons that the open carrying of firearms is prohibited in the building or specific area.
Many Colorado municipalities ban open carry to the fullest extent of the law. While areas such as public streets and sidewalks generally cannot be designated 'no open carry' zones, "specific area" is broadly interpreted to include parks, trails, and public plazas.

You can save on hundreds if not thousands on training if you find Instructors who offer COMBINED or ADD ON Classes. Plan your trips and training out and you will save a lot of money. Here is my advice to save money and minimize wasted trips/time:

    • Step 1
Contact the Connecticut State Police, Johnston Rhode Island Police Department, UTAH BCI, Florida Department of Agriculture, and request handgun permit application packets. They will include the forms and fingerprint cards you need.
    • Step 2
Download and Print Applications from Washington D.C., New Jersey, Maine, and Massachusetts
    • Step 3
Take a combined MD/DC Class (This Class will cover, MD, D.C, in addition to FL, ME, and ONLY the training portion of RI) $400
    • Step 4
Take a MA LTC-002/NRA Basics of Pistol Shooting Class (Covers MA, CT, and NJ Class Portion with the proper Document) $150
    • Step 5
Take a UT Class (One of the above Classes may offer this as an “Add-On Option”) $50
    • Step 6
You will need a SEPARATE LIVE FIRE Qualification to apply for the RI Permit. (One of the above Classes may offer this as an “Add-On Option if you have the proper documents”) $50
    • Step 7
You will need a SEPARATE LIVE FIRE Qualification to apply for the NJ Permit. (One of the above Classes may offer this as an “Add-On Option if you have the proper documents”) $50
    • Step 8
You will need 8 Printed Passport Photos (Four 1.5”x1.5” for NJ, and four 2”x2” for UT, CT, ME, and FL). $68 It's cheaper if you buy photo paper and print your own from a smartphone passport photo app. The rest are taken by the agencies you apply with or taken with a smartphone.
    • Step 9
You will need Rhode Island, New Jersey, and Connecticut Documents Notarized $0
    • Step 10
Massachusetts must be paid by Certified/Bank Check $100
    • Step 11
New Jersey must be paid with a Money Order $50
    • Step 12
You will need 1 Ink Fingerprint Card Completed at home or with a kit (UT) $10
    • Step 12.1
You will need 1 Ink Fingerprint Card Completed by any Fingerprint Service (CT) $40
    • Step 13.2
You will need 2 Ink Fingerprint Cards Completed by a Law Enforcement Agency (FL and RI) $40
    • Step 13.3
You will need 1 Livescan Prints Completed in Maryland (MD Permit) $60
    • Step 13.4
You will need 1 Livescan completed by IdentoGo for (NJ Permit) $100.00 (You will need a separate Livescan at Identogo if you want a NJ FID)

Yeah, i had a vacation in Las Vegas and decided to take a class (1 Day) The permit game is strong and costly. Since my two brothers and i are carrying we have spent at least 10K for all in lost wages and time qualifying and with shooting expenses (ammo) since 2012/2013 era.

My cost are a guess and not exact.

I have a South Carolina non-resident permit which was pretty easy to obtain compared to what you have gone throuth. I think it's good in about 28 states. I carry a small map in my wallet with the allowable states colored to indicate which states are good to go with my license.

You must own property in SC. Also please check whenever traveling because things change on honoring state to state

I have 11 permit/licenses from 11 different states. To help with the process, and to help for renewals. I am also certified to Teach The classes for Four different states permits.

I Can teach, Utah, Texas, Illinois, and Maryland as well as various different NRA firearm courses.

    I have a LTC for:

    Arizona,
    Washington,
    Utah,
    Texas - Home state
    Florida,
    West Virginia,
    Virginia,
    Maine,
    New Hampshire,
    Connecticut
    Illinois

One thing you failed or neglected to mention. Is that in several Constitutional Carry states, a Permit will allow you to carry in some areas of that state, that are NOT allowed to be carried without a permit.
Maine is one example of that. WITHOUT a permit, you are not allowed to carry is some city parks, any of the State parks, nor can you carry in their National Park.

I Have so many LTC’s for redundancy purposes. So that if Reciprocity agreements change, I will still be covered. Hopefully.

Once SCOTUS rules in our favor. I will attempt to get a permit or consider getting one for New Jersey, Rhode Island, Massachusetts, Maryland, Hawaii. Although for Hawaii one has to get 5 permits one for each of the counties.

Oregon, California, New York, and New York City do not allow for Non-Resident permitting except in vary specific instances. (You own land, or a business, or are Active Duty Military stationed in the state)

I considered Washington D.C. but it’s pointless, unless You live there, work there, or have family you visit there.

The states I might get a permit for, some require a trip to that state. Which Maybe my deciding factor on obtaining that permit. One state maybe Hawaii that I don’t get, if it can’t be done through the mail, If I ever go it will only be for 2-3 week trip and then never again. So no point. Hawaii is looking at passing a bill that will limit a permit to 6 months before it expires, require a 8 hr class for every renewal and give them 90 days to approve or deny. And you can’t submit a renewal application until 30 days prior to expiration. crazy!

    Very nice.

Fortunately for us, SLED is accepting Maryland resident permits under the reciprocity agreements.

Sadly Maryland is not a shall issue state so not everyone gets to enjoy that small benefit.

Individuals like yourself who are business owners take a heavy loss because there really is no vacation time. When you take off you're probably not making money.

Yes, plus I'm a veteran which eliminates the live fire portion of the process. I think the class was only about $60 or so and only took a couple of hours. There was a 100-question test at the end.

We use the USCCA Carry Reciprocity Gun Laws App for a quick glance at Reciprocity and various Gun Laws.

    Now more on our story…

My Wife and I have Carry Permits from Maryland, Pennsylvania, Washington D.C., Utah, Florida, Maine, New Hampshire, and Rhode Island. We are in process for our Connecticut and Massachusetts Carry Permits. We chose these particular Carry Permits to maximize the States/Places we can Carry.

Below are the requirement breakdowns and costs for each Permit we applied for. I added the process for renewals but those totals are not included in our totals.

Non Resident Rhode Island (May Issue or Shall Issue) Total Cost $780.00
    Good for 4 Years
The Application Process and Fees for a Non Resident Rhode Island Permit can vary depending on where you apply. If you want to save a trip to Rhode Island, Johnston P.D. does accept “Mail In Applications” for $340, but you will have to provide Fingerprints and a Passport Photo in the Application.

We chose the East Greenwich Rhode Island Police Department, but I must caution you, E.G.P.D. only accepts 25 Permit Applications a month and East Greenwich Resident Applicants get priority.

Request Paper Application via email (This can vary per Department as mentioned above)
NRA Basic Class $0 (Our Maryland & D.C. Classes satisfied this requirement)
NRA Instructor must Live Fire Qualify Applicant @ 75′, 30 Shots, on Army L Target. Applicants MUST score 195 or better. (This Test can be extremely difficult for casual shooters) $50 x2
Ammo $25 x2 (This can vary)
Schedule Appointment for In Person Interview and Application Submission (Via Phone, but this can vary per Department as mentioned above)
Application and Supporting Documents (Must be Notarized) $0 x2

Write Letter showing “Need/Cause” x2 (This can vary per Department as mentioned above)
Must have Home State Permit x2
Travel/Expenses for Live Fire Qualification $50 (This can vary per Department as mentioned above)
Application/Photo/Prints $40 x2 (This can vary per Department as mentioned above)
Travel/Toll/Parking/Hotel Cost $500 (This can vary per Department as mentioned above)
Processing Time can vary between 3- 6 Months (Depending on Department/Agency)
Non Resident Rhode Island Renewals (May Issue or Shall Issue)
The Renewal Process varies from Department to Department and Agency. Our understanding of the E.G.P.D. Renewal Process is unknown at this time. In the future, the E.G.P.D. may require In Person Renewals, or they may allow Mail Order Renewals, but we are uncertain. I will update this section when we are due for our E.G.P.D. Renewal.
Automatic Renewal Application notification is UNKNOWN, but we plan to restart the process at least 150 days prior to expiration.

Carry/Self Defense Insurance Annual Cost $450 (Cost varies)
Self Defense Insurance is not required but it’s wise if you can afford it. Some States do not allow Self Defense Insurance.

There are other great Non Resident Permits such as Texas, Arizona, Virginia, and West Virginia, but we felt they were unnecessary based on our existing Permit Overlap Coverage.

Due to Reciprocity Agreements, the above Carry Permits allow us to Carry in 43 States, and Washington D.C.

We still can’t get Permits to Carry for HI, NJ, NY, and CA due to May/No Issue Policies. We can’t Carry in Colorado because they don’t honor Non Resident Permits, and they don’t issue Permits to Non Residents. We can’t get a Permit to Carry in Oregon or Illinois because they only issue to Non-Residents of “particular” States, and Maryland Residents are not one of them.

When you add up all the above, which does NOT include Range Time/Practice, Photocopies/Digital Scanning of Required Documents, Time away from Work/Family, we have spent $6579.00. This averages to approximately $10.00 per day for my Wife and I to Carry in 43 States, Washington D.C, and Puerto Rico. That’s $300.00 a Month or $3600.00 per year!

$6579.00 is not a typo. That number does not include the cost of our Carry Firearms, Purchase Licensing/Paperwork Fees, or Carry Equipment.

You can save on hundreds if not thousands on Mandatory Training if you find Instructors who offer COMBINED Classes. Plan your Trips and Training out, and do your research.

    Insane isn’t it?

U.S. Supreme Court, are you listening?

so what 8 states can you not carry in?

Correct me where I am wrong..

New York, Oregon, California, Hawaii, Illinois, New Jersey, North Dakota and Colorado.

You might be able to get an Illinois permit, if you had a Texas or Virginia permit. It has been debated if Illinois will issue a non-resident permit to someone who has either one or both of those non-resident permits and not live in Texas or Virginia. No one that I have spoken with at the ISP will say one way or the other. As well as I don’t know anyone willing to risk the $300 application fee to obtain one.

FYI the states you need to travel too to get a permit of the one I obtained were…

    Washington, West Virginia.

All the rest of my permits were obtained through the mail, &/or online applications.

It did require a trip to Illinois to obtain my Illinois instructor Certification.

It also required a trip to Utah to take the Instructor course.

Thankfully I was already traveling to those two states for other business so it wasn’t a special trip.

    FYI…
Currently you can obtain a Texas LTC entirely through the mail/online application process. HOWEVER to take the training class required to get a Texas LTC will REQUIRE a trip to Texas.

Texas currently does NOT allow us Texas a certified Instructors to teach Texas LTC classes out of state. Texas Legislature will be meeting in 2023 and a bill will be introduced to allow us to teach out of state.

Your main point to have to pay so much money to have a God given right to be extended to any of us. The entire scheme is to keep people that have a hard time paying for all the fees and hurdles.
It is not for poor people sad to say.

    Exactly.

I'm thankful that we have the ability to pay for the things I listed.

Fees to exercise a right is a travesty.

    Very nice.

Fortunately for us, SLED is accepting Maryland resident permits under the reciprocity agreements.

Sadly Maryland is not a shall issue state so not everyone gets to enjoy that small benefit.
    What is SLED?

On the phone so hard to look it up.

Good on you and your wife for putting forth this tremendous effort, even at great cost to you both.
