    I'm glad we were able to pull this off, but I'm definitely not happy about the cost and obstacles.

    In my opinion, our Founding Fathers wouldn't have fought if they could have seen the future.

    I don’t think that will happen for a very very long time. Sadly in the mean time, if you want to travel you will need to obtain more then one permit to carry from more then 1 state.

    however, assuming That SCOTUS pushes the issue of shall issue to every one of the May issue states. We still have several issues.

    1. 3 states and 1 city do NOT issue Non-resident permits to carry open or concealed. Nor do they have reciprocity with any other state. Sadly one is even a shall-issue state. However that one state (Oregon) thankfully has limited permit-less open carry. California, New York, and NYC won’t issue a non-resident permit. So sadly if your a non-resident wanting to carry concealed. There is three places you won’t be able too.

    2. There are states that will issue a Non-Resident permit, yet you still have to travel to that state at least once in the process to obtain that permit. Some are even shall issue. Texas, can be done online, but the training must be done in state. Washington will issue non-resident, but you must go in person to submit application. Those are two examples.

    3. Then you have a state like Illinois which is a combination of 1 and 2. They don’t have reciprocity, no open carry, you can get a non-resident permit without traveling to the state, but ONLY if you have a permit from one only 5 states.

    The May-Issue states that will technically at least, will issue a non-resident permit are: Hawaii, Maryland, New Jersey, Rhode Island, Massachusetts. Hawaii is in practice though is a no-issue state.

    Assuming SCOTUS rules in our favor.…

    Hawaii, New Jersey and Massachusetts will all require a visit first.

    however, I haven’t found any law that prevents me from getting certified to Teach MA classes to get a MA permit. Then teach those classes as I travel or in Texas. If I can do that, so can many others.

    I am Already having classes and teaching Utah and Illinois, I am Maryland Certified, and have several interested in those classes too when Maryland becomes shall issue.

    Time is running out on those states.

    Some are already setting the balls in motion to update their permitting laws once SCOTUS rules.

    Hawaii is one!

    The second reason I became an Illinois and Maryland certified instructor is that to renew either permit does not require the instructor to take a class. In terms of the Maryland permit. When I go to apply, as an instructor I don’t have to show proof of taking the class.

    While for MA I do have to have a permit and take the first class from a MA instructor. The way I read it is I won’t have to take the class. I am waiting till after SCOTUS rules so I can hopefully get an unrestricted permit for MA.

    Am now applying for the RI permit. Got my instructor friend to certify me for RI. Which I verified will work.

    Things will be changing in the 8 MAY issue states after SCOTUS. That I am sure of. How, and in what time frame is anyones guess.

    I don’t think any of the other 7 states will be as Drastic as what Hawaii is trying to attempt. But we shall see. One reason is none of the other states are as hard to get a permit in as Hawaii. Hawaii is basically a no issue state in practice.

    Well hopefully for all soon, SCOTUS will soon change that, and maybe just maybe we will with some effort and expense of course be able to at least be possible of carrying legally in one form or another (OC/CC) in at least 47 maybe 48 states. For some maybe only at least 46.

    The only way currently for Oregon for those who are non-Residents outside border states. Will be to OC. They offer no reciprocity and no non-resident permitting.

    New York, And California won’t issue Non-Resident. There are maybe some exceptions for Military, or if you own a business In the state. But barring those exceptions they don’t issue general non-resident permits.

    Illinois maybe an issue for some as they don’t have reciprocity, and they only allow non-resident permitting if you have a permit from only one of 6 states. (Texas, Virginia, Arkansas, Nevada, Idaho, Mississippi. Only Texas, Virginia & Idaho issue Non-Resident permits)

    Nothing in Hawaiis current law specifically states that a non-resident can’t get a permit. Just very few if any at all have ever been issued. Since the only ones ever issued permits are for Security guards & personal body guards. Unknown if any of those are non-resident.

    FYI… Regarding getting an Illinois Permit.. from a previous post in this thread… Texas does issue Non-Resident permits, however one must come to Texas for the Texas LTC class. Applications can be done online. Virginia does not require travel to the state to obtain a Virginia Permit. Idaho requires a trip to Idaho for their training and to apply.

    I am an Illinois certified Instructor. I have contacted Illinois in regards to if they will issue a non-Resident permit, if you have a Non resident permit from Texas, Virginia, or Idaho. When I receive a response. I will post a new thread.

    I don't see the point in doing this. As soon as you get them all, you'll have to start renewing them. So you'll probably spend another $6000 every few years.

    Then don't do it.

    My wife and I do it because we are fortunate enough to be able to afford it. Maybe one day we won't be able to afford it, so we will count our blessings.

    My main point is it shouldn't be so expensive and burdensome to exercise a right.

    FWIW, renewals are almost always cheaper since most don't require follow up training and prints.

    The Carry Permit Process can be a convoluted, laborious, and expensive process depending on where you want to carry. Depending on the State/Jurisdiction, the Carry Permit Process is nearly impossible for those with limited budgets, busy schedules, and/or no means of transportation.

    Some States have adopted Permitless Carry, also known as “Constitutional Carry”, whereas some States require Permits to Carry Concealed, but allow Unlicensed Open Carry.

    Constitutional Carry States Include: Alabama, Alaska, Arizona, Arkansas, Georgia, Idaho, Indiana, Iowa, Kansas, Kentucky, Maine, Mississippi, Missouri, Montana, New Hampshire, North Dakota (Residents Only/ Concealed Carry Only), Ohio, Oklahoma, South Dakota, Tennessee (Handguns Only), Texas, Utah, Vermont, West Virginia, and Wyoming

    Some States only accept their own Carry Permits, while other States have Reciprocity Agreements with various States. Some States accept only RESIDENT Permits, whereas other States accept Resident or Non-Resident Permits.

    Reciprocity Agreements change quite often so keeping up can be a challenge. Some Carry Permit Holders find comfort in having “Reciprocity Overlap” by acquiring multiple Carry Permits in case Reciprocity Agreements change.

    We use the USCCA Carry Reciprocity Gun Laws App for a quick glance at Reciprocity and various Gun Laws.

    My Wife and I have Carry Permits from Maryland, Pennsylvania, Washington D.C., Utah, Florida, Maine, New Hampshire, and Rhode Island. We are in process for our Connecticut and Massachusetts Carry Permits. We chose these particular Carry Permits to maximize the States/Places we can Carry.

    As I mentioned above, this can change based on your Home State (Residence) and where you would like to Carry. Some of these Permits have “Reciprocal Overlap”. For example, our Non resident Florida and Non resident Utah Permits have very similar Reciprocity Agreements with other States, but we can’t Carry in Florida with a Non Resident Utah Permit. The Non Resident Utah Permit allows us to Carry in Washington State, whereas the Florida Non Resident Permit does not. This is why you need to do thorough research.

    Below are the requirement breakdowns and costs for each Permit we applied for. I added the process for renewals but those totals are not included in our totals.

    Good for 4 Years
    The Application Process and Fees for a Non Resident Rhode Island Permit can vary depending on where you apply. Attorney General Permits are May Issue and have a fixed price whereas Local Departments can vary between $40 and $340. Some Departments are Shall Issue and some are May Issue, so do your research before selecting a Department. Some Departments require you to apply “In Person”, yet some have a “Mail In Process”. The Departments who allow “Mail in Applications” charge on the high end of the spectrum, whereas the Departments who require “In Person Applications” charge $40. Basically, if you choose a Department that allows “Mail In”, you pay for that convenience. Rhode Island Statutes say the maximum fee allowable is $40, but not all Departments follow the Statute. Some Departments refuse to deal with or accept Non Resident Applications. If you want to save a trip to Rhode Island, Johnston P.D. does accept “Mail In Applications” for $340, but you will have to provide Fingerprints and a Passport Photo in the Application.

    We chose the East Greenwich Rhode Island Police Department, but I must caution you, E.G.P.D. only accepts 25 Permit Applications a month and East Greenwich Resident Applicants get priority. After all interested East Greenwich Residents have gotten their Interview Appointments, the remainder are given to qualified Non Resident Candidates on a first come, first served basis. Due to the extremely large number of people trying to secure those remaining Interview Appointments, E.G.P.D. has created a call in process once a month @ 9 A.M. EST, where callers can leave their information and the E.G.P.D. will schedule In Person Interviews for the following month on a first come, first served basis until the month’s calendar is full. It’s a phone lottery and may take several months to successfully grab an Appointment.

    Departments who offer a “Mail In” option do not have a phone lottery, so again you have to carefully decide which route to take.

    There are other great Non Resident Permits such as Texas, Arizona, Virginia, and West Virginia, but we felt they were unnecessary based on our existing Permit Overlap Coverage.

    Due to Reciprocity Agreements, the above Carry Permits allow us to Carry in 43 States, and Washington D.C.

    We still can’t get Permits to Carry for HI, NJ, NY, and CA due to May/No Issue Policies. We can’t Carry in Colorado because they don’t honor Non Resident Permits, and they don’t issue Permits to Non Residents. We can’t get a Permit to Carry in Oregon or Illinois because they only issue to Non-Residents of “particular” States, and Maryland Residents are not one of them.

    When you add up all the above, which does NOT include Range Time/Practice, Photocopies/Digital Scanning of Required Documents, Time away from Work/Family, we have spent $6579.00. This averages to approximately $10.00 per day for my Wife and I to Carry in 43 States, Washington D.C, and Puerto Rico. That’s $300.00 a Month or $3600.00 per year!

    $6579.00 is not a typo. That number does not include the cost of our Carry Firearms, Purchase Licensing/Paperwork Fees, or Carry Equipment.

    You can save on hundreds if not thousands on Mandatory Training if you find Instructors who offer COMBINED Classes. Plan your Trips and Training out, and do your research.

    The Carry Permit Process can be a convoluted, laborious, and expensive process depending on where you want to carry. Depending on the State/Jurisdiction, the Carry Permit Process is nearly impossible for those with limited budgets, busy schedules, and/or no means of transportation.

    Some States have adopted Permitless Carry, also known as “Constitutional Carry”, whereas some States require Permits to Carry Concealed, but allow Unlicensed Open Carry.

    Constitutional Carry States Include: Alabama, Alaska, Arizona, Arkansas, Georgia, Idaho, Indiana, Iowa, Kansas, Kentucky, Maine, Mississippi, Missouri, Montana, New Hampshire, North Dakota (Residents Only/ Concealed Carry Only), Ohio, Oklahoma, South Dakota, Tennessee (Handguns Only), Texas, Utah, Vermont, West Virginia, and Wyoming

    Some States only accept their own Carry Permits, while other States have Reciprocity Agreements with various States. Some States accept only RESIDENT Permits, whereas other States accept Resident or Non-Resident Permits.

    Reciprocity Agreements change quite often so keeping up can be a challenge. Some Carry Permit Holders find comfort in having “Reciprocity Overlap” by acquiring multiple Carry Permits in case Reciprocity Agreements change.

    My Wife and I have Carry Permits from Maryland, Pennsylvania, Washington D.C., Utah, Florida, Maine, New Hampshire, and Rhode Island. We are in process for our Connecticut and Massachusetts Carry Permits. We chose these particular Carry Permits to maximize the States/Places we can Carry.

    As I mentioned above, this can change based on your Home State (Residence) and where you would like to Carry. Some of these Permits have “Reciprocal Overlap”. For example, our Non resident Florida and Non resident Utah Permits have very similar Reciprocity Agreements with other States, but we can’t Carry in Florida with a Non Resident Utah Permit. The Non Resident Utah Permit allows us to Carry in Washington State, whereas the Florida Non Resident Permit does not. This is why you need to do thorough research.

    Below are the requirement breakdowns and costs for each Permit we applied for. I added the process for renewals but those totals are not included in our totals.

    Good for 4 Years
    The Application Process and Fees for a Non Resident Rhode Island Permit can vary depending on where you apply. Attorney General Permits are May Issue and have a fixed price whereas Local Departments can vary between $40 and $340. Some Departments are Shall Issue and some are May Issue, so do your research before selecting a Department. Some Departments require you to apply “In Person”, yet some have a “Mail In Process”. The Departments who allow “Mail in Applications” charge on the high end of the spectrum, whereas the Departments who require “In Person Applications” charge $40. Basically, if you choose a Department that allows “Mail In”, you pay for that convenience. Rhode Island Statutes say the maximum fee allowable is $40, but not all Departments follow the Statute. Some Departments refuse to deal with or accept Non Resident Applications. If you want to save a trip to Rhode Island, Johnston P.D. does accept “Mail In Applications” for $340, but you will have to provide Fingerprints and a Passport Photo in the Application.

    We chose the East Greenwich Rhode Island Police Department, but I must caution you, E.G.P.D. only accepts 25 Permit Applications a month and East Greenwich Resident Applicants get priority. After all interested East Greenwich Residents have gotten their Interview Appointments, the remainder are given to qualified Non Resident Candidates on a first come, first served basis. Due to the extremely large number of people trying to secure those remaining Interview Appointments, E.G.P.D. has created a call in process once a month @ 9 A.M. EST, where callers can leave their information and the E.G.P.D. will schedule In Person Interviews for the following month on a first come, first served basis until the month’s calendar is full. It’s a phone lottery and may take several months to successfully grab an Appointment.

    Departments who offer a “Mail In” option do not have a phone lottery, so again you have to carefully decide which route to take.

    The Renewal Process varies from Department to Department and Agency. Our understanding of the E.G.P.D. Renewal Process is unknown at this time. In the future, the E.G.P.D. may require In Person Renewals, or they may allow Mail Order Renewals, but we are uncertain. I will update this section when we are due for our E.G.P.D. Renewal.
    Automatic Renewal Application notification is UNKNOWN, but we plan to restart the process at least 150 days prior to expiration.

    The day may come when Clandestine's experience might figure in a lawsuit. Such a massive infringement seems like a natural issue for the ever-expanding Commerce Clause. 6 grand and more to exercise an enumerated right across state lines is a disgusting state of affairs.

    Of your premits, 3 states (MD, RI, MA) and DC take up $4241 of your costs. Thats just under 65% of your costs.

    MD, you live in and DC is close, also in DC you are limited on where you can carry. Even then, unless I am spending significant time in those localities, there is little reason to get a permit there. Utah or FL is sufficient for most people with a cost of under $400 for either. Either gets you roughly 34 states, there are a few for either that restricts reciprocity for residents only. Florida is good for 7 years and Utah is good for 5. PA makes sense for cost and proximity to MD. For many people, spending the extra $6k doesnt make much sense to carry in places they may very well never go or want to carry in. To get you to your total you had to get non-resident permits in those specific states. That is a great deal of effort and cost for little gain. I do appreciate the information. As an average MD citizen I would get UT, FL, and PA; about $750. If I had a viable may issue reason, I would get MD as well.

    Best case scenario, we get a good ruling out of SCOTUS and things get easier and cheaper.

    As an average MD citizen I would get UT, FL, and PA; about $750. If I had a viable may issue reason, I would get MD as well.
    I think that you cannot get a PA permit unless you have one from your state of residence.

    From the PA State Police website:
    Persons who are 21 years of age or older and are NOT Pennsylvania residents may apply for a license. Submit a completed application for a Pennsylvania License to Carry Firearms to any Pennsylvania county sheriff's office along with the required fee. A Pennsylvania license cannot be issued to a resident of another state who does not have a current license, permit, or similar document to carry a firearm issued by their home state.

    I think that open carry, outside Philadelphia, is allowed without a permit.
