This measure was introduced as House Bill 357 on January 25, 2019, by Representatives Matt Regier (R-4) and Derek Skees (R-11). It was designed to be sent to voters if an identical bill, House Bill 325, was vetoed by Democratic Governor Steve Bullock.

IDK, maybe I'm missing something, but this sounds like standard state pre-emption.
A lot of cities in otherwise red states try to pass restrictions on carry.
Seems OK to me, what am I missing?

Another place where Bloomberg bucks were spent was in Montana trying to defeat LR-130, a ballot measure to prevent local jurisdictions from enacting gun control laws that are more strict than those at the state level (AKA, preemption). While the vote was close — the margin was just under 11,000 votes — the preemption law passed.
Legislation looks good to me. Prohibits local governments from passing their own gun prohibitions
