I know a tactical shop (I'm not naming the shop) in Maryland that is owned and operated by active duty/retired LEO that will sell any size magazine including drum mags to walk-in customers. There is a sign over the magazine racks that says "LEO and Active Duty Military Only", but if you are neither they will disassemble the magazines, throws them in a brown bag and sell them as magazine parts kits. IMHO it's too sketchy for me, but I have seen customers bold enough to pay for their purchases by credit card, give name and addresses for their customer accounts/invoices. The reciepts list the items as "magazine parts kits". Only time will tell if this is a sting operation to bust people.
I found vendors at the military show selling 30 rounders. Pmags Emags and surplus 30 rounders.

Do you hand your buddy/gf/wife/family member a mag at the range?
Yeah...but I don't let them leave with it. Because it's against the law. Handing someone a mag at a range to shoot isn't.

(a) This section does not apply to a .22 caliber rifle with a tubular magazine.
(b) A person may not manufacture, sell, offer for sale, purchase, receive, or transfer a detachable magazine that has a capacity of more than 20 rounds of ammunition for a firearm.
I would not want a liberal judge making this call for me..........just saying

You can find vendors selling switch blades and "stun guns" (where illegal) in MD...also drugs and stolen goods...doesnt mean it's okay to buy them.
